President and Chief Executive Officer
William T. Sugg has been administrator of Sumner Regional Medical
Center (SRMC) since October 2, 1989, and assumed
the title of president and chief executive officer upon the formation
of Sumner Regional Health
Systems, Inc., in July 1994. Prior to his position
with SRMC he was vice president for clinical and support operations
at Nashville Memorial
Hospital for five years. Sugg graduated summa cum laude
from the University of Tennessee and received his master’s degree
in health care administration from Trinity University in San Antonio,
Texas.
He has received the Meritorious Service Award by the
Tennessee Hospital Association, the highest award given to a hospital
CEO, and is a board member for Hospital Alliance of Tennessee and Tennessee
Hospital Association. He also has been chairman of the Boy Scouts fund-raiser
for Boxwell Scout Camp, was president of Forward Sumner and serves on
the Volunteer State Community College Foundation Board. |

Senior Vice President and Chief Development Officer
David Popen joined SRHS as Special Assistant to the President/CEO in 2005 and assisted the SRHS President/CEO in development, implementation and administrative management. In his current role as Chief Development Officer, Popen leads the health systems’ strategic planning, business development, marketing and public relations, strategic communications, construction and real estate development, and legal functions. He is also responsible for system wide property and lease management, corporate contributions, community affairs, economic development, government relations and growth of the system’s group purchasing affiliations. Popen also leads Sumner Foundation and its donor development.
Popen’s 18 plus prior years of experience includes economic development, philanthropic fundraising, governmental affairs, and commercial litigation. He earned his Bachelor of Arts degree from Colgate University, Hamilton, New York. He earned a cum laude law degree from Tulane University, New Orleans, Louisiana, and subsequently completed economic development studies at the University of Kentucky, Lexington and graduated from the Chamber Institute for Organization Management at University of Delaware, Newark. Popen also studied southern history and culture at the University of Mississippi, Oxford. He completed Leadership Sumner in 2007 and is a member of Gallatin Lions Club, an active board member of the Gallatin Economic Development Agency, the Gallatin Chamber of Commerce, Hendersonville Chamber of Commerce, Forward Sumner Economic Council, Gallatin Shalom Zone, Gallatin Downtown Library Committee, Friends of Arts & Literature in Sumner County, and the Salvus Center. Popen also chaired the Boy Scouts’ 2007 & 2008 Friends of Scouting Campaign for the Warioto District.

Senior Vice President of Human Resources and Community Outreach
Janice Hallmark has been employed at Sumner Regional Health Systems, Inc., since June 24, 1992. She is responsible for human resources, training and development, marketing, Sumner Corporate Health, employee health, volunteers and the Sumner Foundation. Prior to her current position at SRHS, Hallmark served for eight years in human resource management positions at Vanderbilt University. Hallmark also owned and operated two full-service employment agencies, including nurse registries in New Castle and Sharon, Pa.
Hallmark earned her bachelor of science degree from Slippery Rock University, Slippery Rock, Pa., and a master of education degree in human resource management from Vanderbilt University. In 1993, Hallmark was nationally certified as a senior professional in human resources by the Society for Human Resource Management. She has served as president of the Tennessee Society for Healthcare Human Resources Association and president of Middle Tennessee Healthcare Human Resources Association. Hallmark also received the Paul Guy Mentorship Award for exceptional leadership in human resources and the Past Presidents Award for outstanding leadership, the Internal Communication Award and Electronic Media Award, all from the American Hospital Association. She also serves on the Volunteer State Community College Foundation Board. |

Senior Vice President of Planning and Technology
David L. Young joined Sumner Regional Health Systems, Inc., in January
1998 as chief information officer in charge of information systems,
clinical information services, telecommunications, materials management,
facility support and nutritional services. In January of 2004, he was
promoted to his current role. Previously, Young served 12 years as
the director of MIS/CIO for St. Mary’s Health Care System, Inc.
Young is finishing up his MBA at Columbia Southern University.
He has his CPHIMS national certification; he is also a member of the
College of Healthcare Information Management Executives and Healthcare
Information and Management Systems Society. Young is a past deacon in
his church, assistant scoutmaster, past board member of Sumner County
CASA, past board member of Gallatin Chamber of Commerce, past board member
of SMS Vision Users Group and has 12 years’ membership in Rotary
International where he has served as treasurer, secretary, vice president
and is the current president. |
